Step-by-Step Application Process

1

Verify your eligibility

Most veterans who served at least 24 continuous months on active duty with an honorable or general discharge are eligible. Many veterans with other-than-honorable (OTH) discharges may also qualify — the VA evaluates OTH discharges on a case-by-case basis. Veterans who served in certain combat theaters also have extended eligibility regardless of discharge length.

Pro tip: If you served in Vietnam, Southwest Asia (Gulf War), OIF/OEF/OND, or other combat zones, you have extended enrollment eligibility regardless of the 24-month service requirement.
2

Gather your documents

You'll need your DD-214, Social Security Number, and financial information (for the means test if you're not service-connected). If you have a disability rating, have your VA award letter available — it determines your priority group and may exempt you from income verification.

Pro tip: Veterans with any service-connected disability rating are placed in Priority Groups 1–3 automatically — no income verification required.
3

Apply online at VA.gov

Apply at VA.gov/health-care/apply-for-health-care-form-10-10ez. The online application takes 20–30 minutes and you receive a confirmation immediately. You can also apply by calling 1-800-827-1000, mailing VA Form 10-10EZ, or visiting any VA medical center or CBOC in person.

Pro tip: Online is the fastest method and creates an immediate date-stamp for your enrollment date — which affects benefit activation timing.
4

Receive your enrollment determination and priority group

Most enrollees receive an enrollment decision within 7 days. Your Priority Group (1–8) determines your copay level. Priority Group 1 (50%+ service-connected) has no copays for any care. Priority Groups 2–7 have varying copay structures. Understand your group so you're not surprised by bills.

Pro tip: If your disability rating increases, notify VA healthcare immediately — your priority group will be upgraded and copays eliminated or reduced.
5

Establish care with a VA primary care provider

After enrollment, contact your nearest VA medical center or community-based outpatient clinic (CBOC) to establish care with a primary care provider. The VA My HealtheVet portal (myhealth.va.gov) and VA Health app allow you to schedule appointments, refill prescriptions, and message your care team online.

Pro tip: Establishing primary care as soon as possible — even if you're healthy — creates your care baseline and ensures access when you need it urgently.
6

Use VA Community Care if needed

The VA Community Care Program allows enrolled veterans to see private providers when a VA facility can't meet their needs within VA access standards (typically 20-minute drive time or 20-day wait for primary care). Request community care through your VA care team or call the VA Community Care line at 1-866-606-8198.

Pro tip: Community Care is underused. If you're waiting more than 28 days for an urgent specialty appointment at the VA, you may be entitled to see a community provider at VA expense.

Common Mistakes to Avoid

  • Not enrolling because you have private insurance — VA healthcare is concurrent, not exclusive
  • Assuming enrollment is automatic after discharge — it requires an active application
  • Not updating the VA when your disability rating changes — missing priority group upgrade
  • Not using VA Community Care when VA wait times are excessive
  • Paying copays you're not required to pay — always verify your priority group

Pro Tips from Veterans Advocates

  • Veterans rated 50%+ receive Priority Group 1 — free healthcare for ALL conditions, not just service-connected ones
  • VA pharmacy copays are typically $5–$11 for 30-day supply — far below commercial prices
  • VA mental health care (therapy, psychiatry) is comprehensive and has no copay for Priority Group 1
  • VA healthcare and private/employer insurance work together — don't drop your existing coverage

Frequently Asked Questions

Does enrolling in VA healthcare affect my private health insurance?

No — VA healthcare and private/employer health insurance are completely separate. You keep all of your private coverage and use VA healthcare in addition to it. The VA coordinates with your private insurance for community care claims — your private insurance may be billed first for community care services, but your VA coverage remains intact.

Can I use VA healthcare for conditions not related to my military service?

Yes — veterans in Priority Group 1 (50%+ service-connected) receive comprehensive VA healthcare for ALL conditions, not just service-connected ones. Veterans in lower priority groups receive care for service-connected conditions at no copay; non-service-connected care may have copays depending on your group and income level.

What dental care does VA healthcare cover?

Comprehensive VA dental care (Class VI) is limited to veterans who are: 100% P&T rated, have a service-connected dental condition, are former POWs, or received dental treatment within 180 days of discharge under specific circumstances. Other veterans may qualify for one-time dental treatment for service-connected oral conditions. Enrolled veterans also have access to the VA Dental Insurance Program (VADIP) which offers discounted private dental insurance.
