What is VA Healthcare?
VA Healthcare is a comprehensive health system enrolling veterans based on service history and disability rating into priority groups (1–8). Veterans with service-connected disabilities of 50%+ are Priority Group 1 — they receive free VA healthcare for all conditions, not just service-connected ones. Veterans at 10–40% are Priority Group 2 or 3 with reduced copays. Enrollment is free, lifelong, and covers medical, dental (at certain ratings), mental health, prescriptions, and preventive care.

VA dental care is available without restriction to veterans who: are rated 100% P&T, have a service-connected dental condition, were a POW, or received dental care within 180 days of separation in certain circumstances. Veterans at other rating levels in California may qualify for specific one-time or outpatient dental treatment. Class VI dental (comprehensive) is only for the qualifying groups above.

What is the difference between VA Healthcare priority groups in California?

Priority Group 1 (50%+ service-connected) receives free VA healthcare for all conditions with no copays. Priority Group 2 (30–40% service-connected) has minimal copays. Group 3 (10–20% service-connected or Purple Heart / POW) has low copays. Groups 4–8 are based on income and may face higher copays. Your group is determined at enrollment and can be upgraded if your rating increases — always report rating changes to the California VA enrollment coordinator.
