Confirm the sponsor veteran's eligibility
CHAMPVA requires the sponsor veteran to be rated 100% permanently and totally (P&T) disabled from a service-connected condition, OR to have died from a service-connected condition, OR to have died in the line of duty. Download the veteran's VA award letter at VA.gov/decision-reviews — it must clearly state '100% P&T' or 'Permanent and Total.' Regular 100% ratings without P&T designation don't automatically qualify.
Determine which dependents are eligible
Eligible CHAMPVA dependents include: (1) Spouse (current or surviving, if not eligible for Medicare Part A), (2) Dependent children under 18, (3) Dependent children ages 18–23 enrolled full-time in an accredited educational program, (4) Helpless children (dependent regardless of age if permanently incapable of self-support).
