What PCAFC Provides

Monthly Tax-Free Stipend ($700–$2,800+/mo)

Based on the local Bureau of Labor Statistics home health aide wage rate and the level of care needed (Tiers 1–3 at 62.5%, 75%, or 100% of the rate). Paid directly to the caregiver, not the veteran.

VA Healthcare for the Caregiver

Primary family caregivers who lack other health insurance receive VA healthcare coverage similar to CHAMPVA — covering doctor visits, hospital care, prescriptions, and mental health services.

30 Days/Year Free Respite Care

VA arranges temporary in-home or facility-based care for the veteran so the caregiver can rest. Up to 30 days per year at no cost.

Mental Health Services + Training

Free counseling for the caregiver, plus VA training on how to safely provide care for the veteran's specific conditions.

Eligibility

Veteran Requirements

Served on or after May 7, 1975 (all eras following MISSION Act expansion). Has a serious injury — including TBI, psychological conditions, or illness — incurred or aggravated in the line of duty. Requires personal care services (unable to perform Activities of Daily Living independently, or needs supervision due to a neurological/psychological condition).

Caregiver Requirements

A family member (spouse, child, parent, step-family, or extended family) or someone willing to live with the veteran full-time. Must be at least 18 years old. No prior medical training required — VA provides it.

How to Apply

VA Form 10-10CG

Both the veteran and caregiver sign Form 10-10CG and submit to the VAMC Caregiver Support Program (CSP) coordinator. VA schedules a home visit for functional assessment. Caregiver Support Line: 1-855-260-3274.

Frequently Asked Questions

Does the veteran need a specific VA disability rating?

No minimum rating — the qualifying factor is functional need: the veteran must require personal care services due to a serious service-connected injury or illness.

Can a spouse be the paid caregiver?

Yes — spouses are the most common primary family caregivers under PCAFC and are eligible for the full monthly stipend and healthcare benefit.

Is the stipend taxable income?

No — the PCAFC stipend is not taxable income under IRS rules. The caregiver receives the full monthly amount.
