Who Qualifies for the Vehicle Purchase Grant

Qualifying SC Conditions (38 USC §3901)

Loss or permanent loss of use of one or both feet. Loss or permanent loss of use of one or both hands. Permanent vision impairment in both eyes (20/200 or less after maximum correction). Ankylosis of one or both knees or hips preventing normal driving. Residuals of open head or cervical spine injury resulting in permanent loss of grasping ability. Any one of these SC conditions qualifies for the one-time vehicle purchase grant.

Adaptive equipment has broader eligibility — any veteran whose SC disability prevents safe vehicle operation without modifications may qualify for hand controls, lifts, and steering adaptations, even without meeting the vehicle allowance criteria above.

How to Apply

VA Form 21-4502 (Vehicle + Equipment) or VA Form 10-1394 (Equipment Only)

Start with your VA physician for a prescription/referral to Prosthetics. Complete VA Form 21-4502 for the vehicle allowance, or VA Form 10-1394 for adaptive equipment only. For the vehicle grant, purchase first then submit for reimbursement — confirm process with your VAMC PSAS before purchasing.
